Deputy Director of Nursing Public Health (Ministry of Health and Medical Services)

Job Description & Skills/Qualifications Required

The purpose of the position is to provide overall operational, leadership and direction of all nursing workforce and their practice in the Sub-Divisional Hospitals, Health Centers and Nursing Stations in the Division. This position also works to ensure that these services meet the agreed nursing competency standards and are delivered according to the approved MOHMS policies, protocols and scope of practice.

Key Responsibilities

1. Contribute to the development of the Divisional Nursing Business Plan and ensure effective implementation of the plan including continuous monitoring and evaluation of planned activities to meet the targets of the Division.

2. Oversee leadership, management and supervision of the Public Health and Clinical Nursing workforce to deliver quality health care as per nursing business plan, policies, and guidelines within the framework of Nurse Practitioner, Midwifery and Nursing Scope of Practice ensuring that all delegated activities are achieved.

3. Manage compliance to Rules and Regulations of the Ministry of Health and Medical Services, Public Service Commission, Nursing Act (2011), Nursing Guidelines, Scopes of Practice (2017) for Nurse Practitioners, Registered Midwives and Registered Nurses and contributes to the updating of Nursing policies, Protocols, and Procedures through the Nursing division.

4. Ensure the effective implementation of the Public Health Information System (PHIS), Patient Information System (PATIS) and the compilation and submission of all required reports, Annual Performance Assessment (MyAPA) and the renewal of Annual Practicing License for nurses.

5. Provide timely and expert advice on all nursing workforce matters to the Director of Nursing (DON).

6. Oversees continuous quality improvement and compliance with approved standards, policies and protocols related to Infection Prevention and control guidelines, Disciplinary Guideline, and other related clinical practice guidelines.

Knowledge & Experience

  1. 1. Has a strong leadership experience relevant to the position and has some nursing leadership experience in a large organisation with a workforce from diverse and cross-cultural setting.
  2. 2. Knowledge of modern trends in disease patterns, re-emerging diseases and their treatment, contemporary issues in public health nursing and experience in responding effectively to Natural Disasters and Public Health Disease outbreaks.
  3. 3. Knowledge and understanding of the primary health care and health promotion concepts.
  4. 4. Has comprehensive understanding and practical knowledge of the registered nurses, midwives’ and Nurse Practitioner’ scope of practice, the Fiji Nursing Act (2011), the Nurses and PSC Code of Conduct, HIV Decree, Child Welfare Decree, Mental Health Decree and other applicable legislation or policies/procedures with regards to Nursing/Health.
  5. 5. Demonstrated knowledge and experience in obstetric and paediatric nursing and its emergencies.
  6. 6. Has an in-depth knowledge on quality improvement systems, quality assurance systems, Infection, Prevention and Control and experience in the implementation of new systems and introduction of significant change.

  1. 1. Proven management experience and ability to effectively manage a large workforce to a professional standard reflecting the MOHMS values.
  2. 2. Demonstrated ability to analyse and contribute to solutions to complex problems affecting a large population in a resource constrained environment.
  3. 3. Capacity to utilize computer programs to support decision making including the general operations of the organization.
  4. 4. Demonstrated ability to lead/manage, supervise and resolve conflicts and motivate staff at different levels and from background and experiences.
  5. 5. Exhibited excellent communication skills (both with written & spoken English) and demonstrated ability to maintain confidentiality.
  6. 6. Service oriented approach, with a commitment to supporting the operational / corporate environment and values of the organisation.

Additional Information

Key Performance Indicators

Performance will be measured through the following indicators:

1. All Nursing (Public Health and Clinical), Nurse Practitioners and Midwifery services with efficient and timely management of resources, budgetary allocations, and assets which contribute to ongoing sustainable nursing services are delivered within the agreed timeframes, and in compliance to relevant processes, legislation, and policies.

2. Effective and timely management, and regular monitoring of nurse practitioners, midwifery and nursing staff performance and attendance to enable the delivery of quality services in various nursing facilities.

3. Mandatory nursing audits are conducted in compliance with the specific requirements and submitted within the agreed timelines.

4. All monthly, quarterly, and annual reports including PATIS and CMRIS records are submitted within the agreed timeframes, and meet the standard reporting requirements, including analytical trends, analyses of data and any recommendations for improvement.
