PROJECT SUMMARY
Nathan Associates is implementing the 5-year United States Agency for International Development (USAID) Digital Connectivity and Cybersecurity Partnership (DCCP)-Pacific Activity across 12 Pacific Island Countries. The Activity is based in Suva, Fiji, and will improve digital access and connectivity and support the efficient delivery and use of digital services throughout Pacific Island Countries. DCCP-Pacific seeks to improve the digital ecosystem by (1) improving broadband access, resulting in more secure and affordable services; (2) amplifying successful public-private initiatives, resulting in a strengthened regulatory and legal framework for regional alignment; (3) advancing digital government services; and (4) enhancing essential digital skills of civil servants, officials, and citizens, supporting the next generation of ICT specialists.

Role Overview
Nathan is seeking qualified candidates for a long-term position as a Cybersecurity Specialist supporting Objective 4 of the Activity: Enhancing Digital Skills and Literacy.
The Cybersecurity Specialist will play a key role in designing, implementing, and coordinating cybersecurity policy, incident response and recovery, and capacity-building initiatives for the DCCP-Pacific Activity. This position requires a deep understanding of cybersecurity principles and the ability to adapt training programs to diverse audiences.
The position will be based in Suva, Fiji, for three to four years. The position will report directly to the Objective 4 Lead.
Key Responsibilities:
Engage with Government Ministries, Departments & Agencies, private sector partners, universities, and civil society organizations to advance cybersecurity initiatives across the Pacific region.
Develop and deliver comprehensive training on topics such as incident response and recovery, strategic threat intelligence, offensive security, zero trust architecture, cloud security fundamentals, and cybersecurity skills for CERTs.
Conduct assessments to identify network vulnerabilities and develop robust cybersecurity strategies, including threat mitigation plans and proactive security measures.
Provide on-the-ground support in the event of a cybersecurity breach in any Pacific Island Country (PIC), assisting with incident reporting, investigation, and implementing immediate response actions.
Offer technical expertise to ensure the successful delivery of cybersecurity training programs and initiatives, including advising on best practices and emerging cybersecurity trends.
Development and implementation of cybersecurity strategies, policies and procedures for government ministries, private sector organizations, and civil society, ensuring alignment with international standards (NIST) and best practices.
Facilitate the creation and training of Incident Response Teams (IRTs) within PICs, focusing on building local capacity and business continuity plans to respond to cyber threats effectively and autonomously.
Promote and facilitate cross-border collaboration among PICs on cybersecurity matters, including joint exercises, information sharing, and coordinated responses to regional cyber threats.
Contribute to weekly, quarterly, and annual reports for USAID and local counterparts, ensuring comprehensive documentation of progress, outcomes, and challenges encountered.
Ensure that all cybersecurity initiatives are accessible to women, persons with disabilities, youth, LGBTIQ+ communities, and those in remote areas, fostering an inclusive approach to digital security.
Lead efforts to investigate and report on security incidents, ensuring accurate and timely communication with stakeholders and coordinating follow-up actions as necessary.
Provide guidance and mentorship to local cybersecurity specialists, enhancing their skills in areas such as incident response, threat intelligence, and network defense.
Coordinate with other donors such as DFAT, MFAT, PRIF, ADB, UNDP, World Bank, JICA, KISA to identify areas of alignment in cybersecurity or existing USG partnerships
