Nathan is implementing the USAID Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific Activity, a 5-year Activity across 12 Pacific Island Countries and headquartered in Suva, Fiji. DCCP – Pacific seeks to improve digital access and connectivity and support the efficient delivery and use of digital services throughout Pacific Island Countries. DCCP seeks to improve the digital ecosystem by (1) improving broadband access, resulting in more secure and affordable services; (2) amplifying successful public-private initiatives, resulting in a strengthened regulatory and legal framework for regional alignment; (3) advancing digital government services; and (4) enhancing essential digital skills of civil servants, officials, and citizens, supporting the next generation of ICT specialists.

 Nathan is seeking qualified candidates for a long-term position leading Objectives 1 and 2 of the Activity: improving broadband access and strengthening digital policy and regulations, respectively. The position will be in-person and based in Suva, Fiji for four years, with a potential fifth year extension. 

The position will require the ability to work with governments and stakeholders in and may require travel to any of the 12 Pacific Island Countries covered under the Activity, including the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea (PNG), Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.


1.     Lead activities under Objectives 1 and 2, including directly managing an Access and Affordability Specialist, a Legal and Regulatory Specialist, and a Components 1 and 2 Coordinator

2.     Lead design and implementation of activities on digital policy and regulatory issues, such as digital access and inclusion, cybersecurity, emerging technologies, e-government, data privacy, data protection and data management frameworks, among others.

3.     Lead technical assistance to support the improvement and harmonization of the policy and regulatory frameworks covering the digital ecosystem across various Pacific Island countries, including on topics such as open access, spectrum management, licensing, data governance, and cybersecurity protection.

4.     Lead the development of cross-sectoral approaches to ensure sustainable connectivity solutions focusing on community networks in remote islands

5.     Work with national governments, regional partners and a multi stakeholder community to improve affordability targets, standards, lower regulatory compliance costs, promote meaningful connectivity, market competition and reduce barriers to entry into new markets.

6.     Lead the development of policy and regulations covering digital solutions for e-commerce, e-payments, cross-border trade, and digital financial services.

7.     Lead the development of standards and rules covering emerging technologies in the Pacific

8.     Facilitate public-private dialogue around telecommunication regulatory issues, digital policy issues and facilitate collaboration amongst countries and across stakeholders, including donors and financiers, governments, regulators, private operations, research institutions, and sub-regional organizations.

9.     Support a multi stakeholder process to ensure we engage communities that are left behind in the digital economy such as persons with disabilities, women and girls, youths and rural and remote communities

10.  Promote gender and social inclusion initiatives and working towards reducing the digital divide

11. Support review and recommendations for the Pacific Regional ICT Strategic Action Plan 

12.  Ensure synergies across O1 and O2 activities, leveraging lessons learned and the successes of activities inform policy and regulatory work at regional and bilateral levels.

The position reports directly to the Chief of Party.


The Objective 1 and 2 Lead is expected to possess the following qualifications and skills:

  • Minimum of five years of professional experience in fields related to broadband access and affordability and/or digital policy and regulations
  • Master’s degree or equivalent professional experience in area related to public policy, policy and regulatory, telecommunications, legal, international development, computer science, engineering, or other area relevant to Objectives 1 and 2 
  • Experience in the development of policy and regulatory frameworks
  • Experience managing teams of multiple junior staff on a complex, multi-stakeholder program
  • Experience designing and managing donor project activities, including developing and managing Activity budgets
  • Experience in managing a team and facilitating stakeholder engagement
  • Strong written and verbal communication and interpersonal skills
    Fluency in English 
  • Experience working on USAID or other donor programs preferred
