Proposal Summary:   

This prospective project seeks to provide consolidated support to USAID/Pacific Islands on a wide range of monitoring, evaluation and learning support services to promote effective and informed decision-making across USAID’s wide-ranging development efforts. The project includes the implementation of a comprehensive performance measurement, monitoring, and evaluation program, and technical guidance in an effort to enable USAID to fulfil its performance monitoring, evaluation, reporting, and information-sharing obligations as mandated in USAID’s Automated Directives System (ADS) and other Agency guidance. The project is likely to involve services across four components: (1) Performance Management, (2) Evaluation Services, (3) M&E Capacity Building, and (4) Collaboration, Learning, and Adapting.  


**Please note: Citizenship in a Pacific Island Nation with permission to work in Fiji is required for this position.** 

Position Summary:  

The Senior Monitoring, Evaluation, and Learning (MEL) Specialist will be responsible for leading and managing the technical work relating to performance monitoring, evaluation, and learning. The Senior MEL Specialist will provide technical leadership including supporting USAID implementing partners in developing appropriate MEL tools and providing guidance on the implementation of MEL approaches including designing and overseeing evaluations.  


  • Lead the design, implementation, and ongoing revision of a monitoring, evaluation & learning (MEL) system that adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting.
  • Work with USAID to design evaluations and research studies; recruit and orient team members; oversee data collection and the preparation of final reports. 
  • Provide guidance to USAID implementing partners on the design of Monitoring, Evaluation and Learning Plans that are compliant with USAID requirements. 
  • Oversee data quality assessments. 
  • Design learning agendas; design and facilitate evidence review pause and reflect sessions with USAID and stakeholders.  
  • Advise the COP on adherence to contract interventions and processes to fulfil required deliverables and tasks and to fill any temporary gaps in staffing. 
  • Provide input and advice on procurement of MEL third-party services if needed. 
  • Train other staff, and local partners where required, on key MEL concepts, tools, and processes. 
  • Undertake, as required, visits to project locations to collect data and/or oversee data collection efforts. 


  • University degree in social sciences or related field. Master’s degree preferred.  
  • Minimum of eight (8) years of professional work experience, including professional work experience in monitoring, evaluation, and learning.  
  • Professional work experience in research with qualitative and/or quantitative methodologies and design of data collection instruments related to international development. 
  • Prior professional work experience with NGOs, international contractors, multilateral institutions, and/or international cooperation agencies. 
  • Rigorous time management and activity organization. 
  • Excellent written and verbal communication. 
  • Demonstrated working proficiency in written and oral English required.
