Capture Consultant, Pacific Islands – Countering Trafficking in Persons

Winrock International is recruiting applicants for a Consultant to conduct capture activities for pursuing an opportunity in the Pacific Islands (Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu) to combat trafficking in persons. The consultant will provide information on current counter-trafficking work in region, hold meetings in person or organize remote meetings with relevant stakeholders, and collect information for use in the proposal and provide logistical support to set up remote meetings with key stakeholders.

 Qualified nationals from any of the above mentioned Pacific Island countries are strongly encouraged to apply, especially those residing in the region.

Position Description

 

Consultant Position:        Capture Consultant, Pacific Islands –Counter Trafficking in Persons

Location:                          TBD location in Pacific Island countries (Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu)

Unit:                                 Human Rights, Education and Empowerment (HREE)

Reports to:                       HREE Program Officer

Duration:                          Up to 15 days (120 hours) of work covering from September 14, 2020 through December 30, 2020

 

Background: Winrock has a longstanding commitment to combatting trafficking in persons with more than 20 years of experience. Winrock has worked in across Asia for many years with local/national/regional governments, civil society organizations, companies, and other key stakeholders to reduce human trafficking in the region. 

 

Assignment Summary: Winrock is currently preparing for an anticipated project to address trafficking-in-persons in the Pacific Islands. The consultant will provide technical inputs per provided questions, conduct a stakeholder analysis, connect Winrock with relevant stakeholders, collect cost and technical information, and help translate conversations, if needed.

 

Activities: Specific tasks to be carried out during this assignment are as follows:

 

1. Provide technical inputs

  1. Using questions/template and parameters provided by Winrock, respond to technical questions to inform the design of the program.
  2. Prepare a directory of governmental, nongovernmental, and private sector stakeholders in the Pacific Island region that are engaged in trafficking in persons prevention, protection and prosecution. Provide their contacts, specific roles, strengths and weaknesses. The report should cover stakeholder groups in the below sectors.
  3. Government
  4. Private sector companies (tourism, fishing, logging, etc.)
  5. Civil society, including media
  6. International and local NGOs
  7. Provide a 1-page summary on the status of implementation of the any national efforts to combat trafficking in persons (i.e. National Plans of Action) and the work of the relevant commissions.

 2. Conduct a rapid field assessment and support logistics for remote engagement and dialogue by Winrock

  • Organize meetings with national and local government officials, international and local NGOs, social service providers, and other stakeholders working to combat sex and labor trafficking in the region.
  • Attend meetings or hold calls on behalf of Winrock and provide detailed notes on information gathered.
  • Prepare and send follow-up emails or letters of thanks to those who met with Winrock.
  • Assist in the collection of relevant follow-up documents (project reports, research, policies, tools, etc.) from stakeholder groups and other sources.
  • Assist in the collection of “letters of support” from potential partners identified with Winrock.
  • Help develop and continuously add to the list of potential stakeholders relevant to proposed programming.

 

3. Provide cost inputs per Winrock template

QUALIFICATIONS:

  • Extensive knowledge and work experience on counter trafficking-in-persons, forced labor, migration, child protection or other related issues in the Pacific Islands region;
  • Strong organizational skills and experience in securing and organizing meetings with relevant stakeholders;
  • Experience liaising with government officials and familiarity with regional government structures;
  • Ability to manage available time and resources and work on tight deadlines;
  • Experience in consolidating and analyzing data and writing reports;
  • Strong interpersonal skills, cultural awareness and sensitivity; and
  • Fluency in English.
